Two homes on Curwen Terrace could be replaced by an eight-storey building containing 79 rooms for students and workers under a proposal now being assessed by BCC.
The development application covers adjoining properties at 30 and 32 Curwen Terrace, bringing the two residential blocks together for a larger rooming accommodation project. Along with the private rooms, plans include shared living facilities, a gym, rooftop space and 51 car parks.
BCC records show the application was submitted on 19 August 2026 and remains under assessment. An information request was issued on 16 September, with the application currently listed as “With Customer”.

Two Houses and A Shared Housing
Architectural plans prepared by Billy Dawson Architects show the two existing residences, along with driveways, paths and other structures, marked for demolition. The combined site covers 1,426 square metres and sits within Chermside’s High Density Residential zone, where development of up to 15 storeys is provided for.
The proposed replacement would contain 79 single-occupancy rooms intended for students and workers. Individual rooms are planned with private bathrooms, kitchenette facilities and desks, while communal kitchens, living areas and laundries would be provided elsewhere in the building.

A gym is included on the first residential level, while the roof would be used as shared outdoor space. The architectural drawings list about 400 square metres of external roof area, with seating, planter boxes and deep planting incorporated into the design.
The proposal has a gross floor area of 3,411 square metres and would cover 73.21 per cent of the site.

Curwen Terrace Frontage Set For A Larger Scale
The plans would replace two detached houses with a single multi-level building across both properties, changing the built form along that section of Curwen Terrace.
Parking would be distributed through the lower levels, with the development summary listing 51 car spaces. Bicycle parking and accessible spaces are also included in the proposal.

Elevation drawings show white, grey and dark charcoal finishes, rendered blockwork, aluminium glazing and screening, Colorbond cladding and sunshades. Rooftop planting and landscaped areas are also incorporated into the upper level of the building.
The combination of smaller private rooms and shared facilities gives the project a different housing format from the two detached dwellings currently occupying the land, with the intended occupants identified as students and workers.
BCC Asks For More Information
BCC lists application A007091512 as a code-assessable Material Change of Use for rooming accommodation. Ka Ho Ho, Alexander is named as the primary applicant, while Planning Insights Pty Ltd is listed as the consultant.
The application became properly made on 26 August and a confirmation notice was issued on 2 September. BCC followed with an information request on 16 September, and no decision notice has been recorded in the material provided.
Because the application is code assessable, BCC states that a properly made submission cannot be lodged. Its Development.i record does, however, provide an option to make a comment while the 79-room student and worker accommodation proposal remains under assessment.
